Even if you have received no such message you are strongly encouraged to review the information contained therein if you are receiving, or anticipate receiving, any type of financial aid assistance, including loans, during the 2010-2011 academic year.

To Apply For Financial Assistance . . .
you must complete the Free Application for Federal Student Aid (FAFSA) for the upcoming 2010-2011 academic year. You are encouraged to file on-line at www.fafsa.ed.gov (you may link to this web site through the Apply for Financial Aid (FAFSA) link on the Office of Student Financial Aid page of the Chicago State University [CSU] web site at www.csu.edu). CSU’s federal school code is 001694. You will need to enter this code on your FAFSA so that CSU will receive a copy of your application. The information you provide on the FAFSA will assist us in determining your eligibility for the following financial aid programs:
Federal Direct Stafford Loan
Federal Direct Graduate PLUS Loan
Federal Work-Study
Students planning to enroll for the Fall 2010 semester should have a completed FAFSA on file with the Office of Student Financial Aid no later that June 15, 2010.
WHAT TYPES OF AID ARE AVAILABLE?
FEDERAL EDUCATION LOANS FOR STUDENTS - Loans are borrowed money that must be repaid, with interest. Eligibility requirements, interest rates, and repayment periods vary. Students may apply for Federal Direct Stafford Loans which will afford those who are eligible the opportunity to borrow up $33,000 per academic year. Students requiring additional funds, if they have remaining need in their Budget or do not qualify for Stafford, may apply for the Federal Direct Graduate PLUS Loan and/or Private Education Loans (also know as Alternative Education Loans - discussed below)
Important information for all borrowers of Federal Stafford and Graduate PLUS loans:
On March 30, 2010, President Barack Obama signed legislation mandating that by July 1, 2010, the Federal Family Education Loan (FFEL) Program, in which Chicago State University has participated for decades, would be phased out and that from that date forward students desiring to avail themselves of Stafford and PLUS loans will have a single source for funding, the William D. Ford Federal Direct Loan Program, commonly known as “Direct Loans” or “DL”. Chicago State University is in the process of transitioning from FFEL to Direct Loans and will utilize Direct Loans as the single source for Stafford and PLUS loan funding beginning with the upcoming Summer semester.
The University views this as a most positive development as it will simplify the application process for students and parents, as well as streamline the certification of eligibility process by the Office of Student Financial Aid staff. During this period of transition we ask your indulgence as we incorporate the new regulations into our procedures and make necessary adjustments to our systems. It is anticipated that by the Fall 2010 semester this will be an almost entirely paperless process.
It will be necessary for all students desiring Stafford loans to complete a new Direct Loans Master Promissory Note (MPN. Graduate students seeking PLUS loans will have to complete a new PLUS MPN. Stafford and Graduate PLUS borrowers will also have to complete new Entrance Counseling (Debt Management) sessions. There can be no exceptions to these requirements as they are mandated by the Direct Loan program. The U.S. Department of Education has created the new StudentLoans.gov web site that will greatly simplify the completion of the aforementioned tasks. Please go to the StudentLoans.gov web site as soon as possible and complete your MPN and Entrance Counseling. |
FEDERAL DIRECT LOANS
Paper applications will not be used for the upcoming 2010-2011 academic year, except possibly in the case of "revisions" as discussed below.
You must access CSU X-press in order to accept an "Offered" loan.

All initial student financial aid award packages will reflect Stafford loan eligibility, if any, in an “Offered” status. Should you desire a Stafford loan(s) you must accept the “Offered” loan(s), in whole or in part, through CSU X-press. It is not necessary to submit a paper loan request form. It will, however, be necessary for you to complete a Direct Loan Master Promissory Note (MPN) and Direct Loan Entrance Counseling. Go to the StudentLoans.gov web site to complete these requirements. Students wishing to obtain loans for the upcoming academic year should accept any "Offered" loans and complete the MPN and Counseling no later than June 15, 2010, in order to assure that their funds are available at the beginning of the Fall 2010 semester. Once you have accepted a loan(s), and we have certified your eligibility to the Direct Loans program, you will be notified that you need to access CSU X-press to review the results.

Initial student financial aid award packages will reflect Graduate PLUS loan eligibility in an “Offered” status, after Stafford eligibility, if any, has been “Offered”. Should a student desire a Graduate PLUS loan he/she must accept the “Offered” loan(s), in whole or in part, through CSU X-press. It is not necessary to submit a paper loan request form. It will, however, be necessary for you to complete a Federal Direct PLUS Loan Application and Master Promissory Note (MPN) and Direct Loan Graduate PLUS Loan Entrance Counseling. REQUESTS FOR REVISION OF ACCEPTED (OR DECLINED) LOANS
There may be instances after you have accepted a loan, either in whole or in part, or declined a loan, that you change your mind. In that instance we will be happy to accommodate any request for a "revision". As we move into what we anticipate to be a paperless loan application environment we still have some procedures that we need to establish and publish for situations such as the topic at hand. Please grant us your indulgence as we finalize the procedures to accommodate your request for a revision. At this time we anticipate publishing, on this web page, such procedures by August 1, 2010.
AUGUST 2010 UPDATE - LOAN REVISION FORMS
TO REQUEST ADDITIONAL STAFFORD AND/OR PLUS LOAN FUNDING, OR DECREASE/CANCEL A LOAN(S) YOU HAVE ALREADY ACCEPTED, YOU MUST SUBMIT ONE OF THE FOLLOWING FORMS TO THE OFFICE OF STUDENT FINANCIAL AID:
If a student has changed his/her mind and wishes to receive more funding than he/she originally accepted, a student may apply for additional loan funding by submitting the REQUEST FOR INCREASE OF FEDERAL DIRECT STAFFORD AND/OR PLUS BORROWING FOR THE 2010-2011 ACADEMIC YEAR form to the Office of Student Financial Aid.
If a student wishes to decrease the amount of loan(s) he/she accepted, or cancel a loan(s), a student should submit the REQUEST FOR DECREASE AND/OR CANCELLATION OF FEDERAL DIRECT STAFFORD AND/OR PLUS BORROWING FOR THE 2010-2011 ACADEMIC YEAR form to the Office of Student Financial Aid.

PRIVATE EDUCATION LOANS (a/k/a ALTERNATIVE EDUCATION LOANS) -
There may be instances where you may not qualify for Direct Loans or it may be that you are not eligible for sufficient funding of your needs under this federal program. If that is the case you might wish to pursue a Private Education Loan. In most instances lenders will notify our office if you have applied for, and been approved for, a Private Education Loan and request that we certify your enrollment status/eligibility. In some instances you may need to either notify us that you have been approved or you may need to provide us with a paper certification form. For more information concerning this process check with your lender. We will perform eligibility certification for any lender or loan product you desire. CSU does not maintain a Preferred Lender list for entities that offer Private Education Loans nor do we recommend any particular private lender or private loan product. SCHOLARSHIPS – The Office of Student Financial Aid maintains a large database of scholarship opportunities. You may access this information, as well as links to numerous sources of educational funding, through the Scholarship Information web page of the Office of Student Financial Aid web site.
Please Note: All scholarships, grants, stipends and all other form of gift aid, hereafter collectively referred to as scholarships, must be reported to the CSU Scholarship Coordinator, as the receipt of any scholarship may have an effect on a student’s eligibility for other forms of financial assistance including loans and work-study funding. If a scholarship is processed through a CSU office it is necessary for that office to notify the Scholarship Coordinator of scholarship funds awarded to, or received by, a student. If a student secures a scholarship on his/her own it is mandatory that the student notify the Scholarship Coordinator of that scholarship. In order to facilitate the notification process an Award Notification form is available on the Scholarship Information web page of the Office of Student Financial Aid web site.
After you have completed your FAFSA and we have received a copy of your Student Aid Report (SAR), issued by the U.S. Department of Education (USDE), we will send you a Financial Aid Award Status Notification setting forth your estimated Federal Stafford Loan and Federal Graduate PLUS Loan eligibility. We will also send you such notices if we are informed that there is information missing from your FAFSA or if you have been selected by the USDE for the Verification process. Additionally, once you have accepted an "Offered" loan, and it has been processed, you will again receive notice from us. In all these instances the notices you receive will be directing you to access a web page that will give you further information regarding your status. This web page will link you to CSU X-press, the university's secure student records web site.

Although they are not part of the Office of Student Financial Aid, the following two CSU offices are an integral part of the financial services provided by the university:
OFFICE OF THE BURSAR - Students who do not wish to apply for, or do not qualify for, financial aid funding may consult with the Office of the Bursar regarding tuition payment options such as payment plans and on-line payments. The Office of the Bursar will also provide you with statements for all billable services provided by the university. The Office of the Bursar is located in Room 213 of the Cook Administration Building. Telephone: 773-995-2470. Fax: 773-821-2510.
CASHIERING OPERATIONS - The Cashiers accept all payments for tuition and other services provided by the university including Commuter Meal Plans, copy services, CSU Child Care, Wellness Center services and transcripts. The Cashiers sell parking keycards, CTA passes and postage stamps, and provide Notary service. The Cashiers are located in Room 211 of the Cook Administration Building. Telephone: 773-995-2029.
